Weather forecasting

I use Weather Underground to check the weather forecasts.  Is this the best one for China or are there better ones out there?

I use  accuweather.  Here is the link for Dalian.  You just input your city.  95% of the time it is accurate.  Except when it says it is sunny and it is raining, but any weatherman is that bad too.

Accuweather tells me it is -13C with dense fog, Weatherundergroud tells me it is (+)3C with smoke and my thermometers tells me it is -1C and +9C respectively.

I'm confused.

This is China, therefore the weather is Chinese weather.  There are no rules in China just suggestions.  Thus the weather forecast is just a suggestion for interpretation as we feel inclined.
