The indicator categories look a bit iffy: "urban security, public service infrastructure, natural environment, social environment, transportation convenience and environmental health." Actual livability might be measured more in terms of "stability, healthcare, culture and environment, education, and infrastructure."* Possibly both of those category lists mean the same in the end, but China has a long history of taking internationally recognised concepts and providing a measure of something quite different instead.
That said, of those on the list I've only lived in Suzhou and that was years ago. It was okay.
