A certain Suzhou training centre that has a 9 month dated job advert on this site told me they get teachers to come over on tourist visas and then get them to go to Hong Kong to get the Z visa and residence done after they arrive. They do this he said because it "speeds things up" which does sound illegal in light of the information about visas on this site and several others. Just thought it was worth a mention.
