I'm a professor at XJTLU in one of the academic departments.  I've only been here 6 months, but it seems pretty kosher.  It's a public university, a joint venture with Liverpool. The Xi'an Jiaotong name is just there for the name.  They have nothing to do with the school that I've seen.  The administrative staff are a mix of Chinese and British.  The pay is decent, and you get benefits, like BUPA health insurance with an evacuation clause, that isn't too common as far as I know.

I haven't had any problems with pay or housing reimbursements.  I've also had maybe 30k RMB worth of travel/conference fees/etc reimbursed with no issues, though this kind of thing is signed off on by the head of your department, so it might vary a little.

From what I understand from my ELC colleagues, they're pretty picky about who they hire on that end.  Almost all the staff have MS degrees in TESL or the like, as well as certifications, and some have doctorates.  There might be cases where they bring someone on in a trial capacity, then either don't promote them or don't renew their contract.  I honestly don't know much about it though.  The people I know are happy, and the pay is better than most places.

The school is indeed on the edge of Suzhou.  There are a reasonable number of shops and restaurants nearby, including McDonald's and KFC.  There's a sports center, including a gym and pool in walking distance from the faculty apartments.  Times square is maybe 30 minutes on the bus (15-20 by bicycle) and it has a lot of restaurants, as well as a subway station that just opened.
