I thought the plan was to wait and make The Hypnotoad (ALL GLORY TO THE HYPNOTOAD!) the 1000th member, thus providing The Hypnotoad (ALL GLORY TO THE HYPNOTOAD!) with 999 servants ready to follow his every command.
