FOREIGN Minister Yang Jiechi has announced that China is willing to resume a human rights dialogue with the US, following talks with US Secretary of State Condoleezza Rice.

Following the talks, Dr Rice said: "China is opening up to the world in a lot of ways. There is a broadening, I think, in general, of China's view of itself in international politics, and I think we're benefiting from that."

China had suspended the dialogue after the US urged condemnation of China's record at the UN Human Rights Commission in 2004. Dr Rice said the US had been trying "for some time" to resume it.

She was visiting Beijing after attending the inauguration in Seoul of South Korea's President Lee Myung-bak.

Her talks in Beijing focused on North Korea, where she said "we have continued to see some progress on the disabling side" of its denuclearisation program. She commended China's "using their good offices and their influence" to keep pressing North Korea on the issue.

The New York Philharmonic Orchestra has been performing, holding master classes and appearing at receptions in Pyongyang this week, bringing to North Korea the biggest contingent of Americans since the war there 55 years ago.

Dr Rice applauded China's announcement this week that it is sending a battalion of engineers to Darfur. The move follows filmmaker Steven Spielberg's withdrawal from the Olympic Games opening ceremony creative team in protest at China's close economic relationship with Sudan.

She said about the Beijing Olympics: "We've been very clear, the President has been very clear, that this is a sporting event.

"I see (the Chinese) grappling with the 'responsible stakeholder' idea, which everybody said they couldn't translate. It turns out that they can translate it, and they talk about it, actually."

She anticipated, as an eventual result of the six-party process over North Korea, the establishment of a "peace and security mechanism in a place that has basically no security institutions, which is northeast Asia".

After arriving in Tokyo yesterday, Dr Rice expressed regret over the alleged rape by a US Marine of a 14-year-old Japanese girl on the island of Okinawa. "We just regret deeply that this happened," she said.

We can only hope that China does it right with regards to D.... .  Who knows, it might end up being a bit of a world leader in the end as far as the international stage goes.
