Uninstalling 360...

I have once installed the Chinese 360 antivirus program. Then I paid for iobit and uninstalled 360. Or so I thought. Windows Uninstaller cannot find the program, iobit uninstaller cannot find the program and yet it is there, a little icon in the task bar, that annoying little bubble with a percentage in it on the screen. How do I get rid of this program?
 I really wis one of the Computer wizards here could help. There is this directory on my computer: C:\Program Files\360\360Safe\safemon\360tray.exe
I have tried using regedit, ending the process and service, logged in as administrator, nothing works. The program cannot be detected by IObit, Anti-Malware or any other program, I cannot, having tried, change accessibility or permissions for the program, which I am rather sure is the reason why my browser is misbehaving and also why my laptop cannot log onto FB and other foreign sites. Please, Please, please, can someone give me an option aside from the one I have come too, which involves an axe, my computer and lots of money handed over to a computer salesman????

I treat my laptop like a caveman, but it works.

If something is irretrievably wrong I have all my files and favorite programs saved to a hard drive. Re-install Windows, run a few programs and she's back to new.

The computing equivalent of the red button under glass.

I don't have my Windows disc and I am having some trouble finding a legit, non-cracked English Windows 7 in China.

remember never install any software from 360.
