Doing your job is hard...

This was taken just outside Leifeng tower on West Lake.

On the left: officer friendly and pals. On the right: a consistent stream of people jumping the fence to avoid paying the admission fee.

That small person in the right/center wearing a blue coat had one leg on each side of the fence.

it's not the law at fault, but our inability to distinguish which ones we are allowed to ignore.
