Both.

A zombie outbreak in China would, like everything else in China, have Chinese characteristics. Lots of questions to consider, from for example what crisis management would take place to how "the dead" are understood and approached.

Hmmmmnnn.... how Chinese would these Chinese zombies be?  Western ones are usually slow, shuffle along, and like to bite people, but there are fast ones (The ones from28 Days are among the fastest - they look like zombies, but this could be open to interpretation) and some with limited speech skills (Return of the Living Dead - "Send more cops.").  Chinese zombies generally hop.  Some have been known to be able to speak clearly and even successfully engage in martial arts.

Of course, if we're getting into "dead, but not brain dead" territory, I'd love to see a group of undead Chinese martial artists vs well armed undead German soldiers (From Dead Snow and Dead Snow II).  A bit less brain eating, but the violence level would be amazing.  Of course, if we want to keep Chinese sensibilities in mind, having Chinese undead take down a brigade of undead Japanese soldiers would sell a lot of movie tickets locally.
