Traveling with a Residence Permit Application Receipt

I turned in my passport on Monday to get a new RP. I've got a lovely "VISA/STAY PERMIT/RESIDENCE PERMIT APPLICATION RECEIPT" that has my name, photo(!), and passport number on it. This can be used to travel and stay in hotels, right?

As I understand it, this SHOULD permit you to travel and stay in hotels.  Since I don't want to find myself stuck without a room by a clueless hotel clerk or trapped in another city by an equally clueless train station employee, I just make it a point to not travel during my whole annual renewal process.

I flew in and out of Shanghai on Spring Airlines several times (domestic) and boarded several trains last December using a temp permit (no passport).  I didn't have any problems.  I didn't stay in any hotels, but I am almost sure that I would have had no problem doing so.
