If I may take an A'Strayan moment, that totally looks like Chinatown, Sydney.

the lack of people looks brilliant!

Oh there were people all right Kitano but this was 11am.And there were busloads of Chinese mainlanders in most places

If I recall this is the [a?] theater building in downtown Taipei.

It is called the Red House and it was built by the Japanese as a market.It is now a building for promoting independent artisans or some such,in Ximen district of Taipei.

That would be the one!
