After the Enron scandal, Dubya enacted some tough laws against misleading investors.  They were tough enough, at any rate, to restore confidence in the market- perhaps more than it merited.

Bush was right about the Dubai Ports World deal.  That was scuppered by irrational fear and racism on Congress's part though.

He's not done enough on Darfur, but he's paid more attention to doing something about Sudan than, say, China has.  Unfortunately for Darfurians, they have no oil so we have little incentive to ignore international law (which, by the way, is doing nothing to help any Darfurians) and invade.  Things like this are also the American public's fault.  If we wanted something done about Darfur, we'd make it an issue.  Right now too few are doing that. 

He's secured more funding for HIV/AIDS efforts than any of his predecessors.  Whether you agree with PEPFAR's methods or not, it's a whole lot better than nothing.

He agreed to write off a lot of third-world debt.

I'm sure there's more as well.
