What does "you can" mean in Chinese English?

It isn't the same as the english modal verb "can". Or does it? Where some English question would normally call for an explanation or a procedure, in Chinese use of English you get a "you can" as answer.

Is it ossified English or a genuine translation of a Chinese meaning, one that is not normally present in common cultural uses of English?

I feel like Chinese tend not to provide explanations or discuss things in terms of constituent parts and how they work together, so the appearance of "can" in place of anything analytical means something.
